dynamically getting images according to specified height & width ( should not be saved in folder.take from memory)

The following  i need to do: I dont know how to do this :

1. I am having an image in my project folder. first i have to read the image from folder

2. I want to change that image as per my  height & width. (new image)

3. i want to display  the new image in my form .

4. But the new image should not be saved in folder.

How can i achieve this? Is there any solution?
