Is There A Way To Force The User To A Certain Password Strength??

Greetings everyone.

I have tried to use the AJAX Password Strength Extender, and it works very nicely, however, it only shows what the password strength is, is there a way to force the user to choose a certain password strength to compelete the registeration on my web application, for instance, if the password strength is low, the registration will not compelete, and if the password strength is strong or execellent, then I will allow him to continue with the registeration?? I am developing my web application with ASP.NET FrameWork 2.0.
